From the looks of things, you are only 8 bolts away from removing the bowl. I think its time.
If the rpm continues to increase past 3000, but speed does not increase, then I would look in the pump.
If rpm only goes to 3000 and no higher, then I would look to the engine for fuel/air/spark issues.
Yes rpm does go beyond 3000 but all forward progress ceases

Kind of figured from the pics that's what it was. The 8 bolts will be in plain sight just in front of the bowl facing the transom. You will lose a little oil from the bowl when you pull it off so put some rags beneath the pump on the ride plate.
I sorry I may have not explained it properly. I hope the above reply clears it up. I my knowledge the motor is fine.
BTW it a indmar 454 with holley 750 double pumpers. All stock from indmar
Having read that, I agree...you need to look further into your pump. Wear ring slipped/spinning? Broken keyway and impeller's spinning on the shaft? Sucked up a little gremlin and he's afraid of going any faster??
Hmmmm.
Stay off the motor, you're in the right place for now.I believe you should be able to get more than 4500rpms after you get through the cavitation problems. Make sure it isn't the reverse deverter creaping down.
pull the bowl off and pull the impellar off,it sounds like the key may have sheared off.

Excellent point, especially since he mentioned a broken reverse cable. Hmmm.
Does the boat have separate throttle and shift controls or a single lever that controls both?
taking a shot in the dark, maybe advance on the distributer

Motor revs...boat stops accelerating.
