Read somewhere that there were only 10 different keys for the ignition from Merc.
I lost the key to my boat over the winter. I searched for two weeks and couldn't find it. No problem, I have a bunch of Merc controls with keys so I'll just liberate another harness out of a control.
Before starting that project, I thought I'd try the key. You know, just for kicks. It worked.
I haven't gone through all of my keys yet but it amazes me the first key I tried worked no problem at all. I didn't even have to jiggle it.

There are 12 keys for the Mercury Controls manufactured from 1980ish and on.
1A - 1F
2A - 2F.
Tom...you probably "jiggled it"...just for kicks
Take the boat to a Merc repair shop and have them use "The Ring" (a ring with all Merc keys on it) until they get the right one. They shouldn't charge for this, just the cost of the new keys. (Plural, since you should buy an extra or 2 in case this happens again, or one goes over the side)

When I had a boat with a mercruiser I brought it in for service and told them the key was in the glove box. Except they grabbed the key to a houseboat that was in there also. Worked just fine.
