And of course the obligatory cop bashing sneaks in..."Why didn't police end chase earlier?" Because THEY KNOW what happens when you "end" a chase by force. The county gets sued, you lose your job and Jesse Jackson shows up. It's the police's fault when a suspect gets hurt when a chase is ended and it's their fault also when a suspect runs rampant and kills someone. Naturally it's the Police who are responsible for this disaster...
