For the life of me, I cant understand why folks wont pony up and buy a baby stroller instead of using these things. Does it ever cross their minds that they are the property of the store?
The people as whole that are making this a problem ponyed up to get across the border and don't have money for a proper baby stroller and can't read the tag that says property of......(store)....Why would they give a chit they disreguarded the law when they ran,jumped, or swam across the border.

I heard they were coming out with carts where the wheels locked up once you go outside of the perimeter of the property. Until then, I strongly suggest they start using an extended version of those little metal thingys that hold the pen on the counter at the bank.
