I think you have only two choices:
1. Legal (and wimpy)
2. Not legal (and not wimpy)
I have 25 eagle eliminator with a stock 496. I bought CMI headers hoping for a cooler sound when I idle though the channel , but I also bought the Gibson bulletts ... I have plenty of power but I sound like a mellow small block. I love the sound of the boats that fire up their engines at the launch and as they pass by in the channel ... I looked at the ..(I think) the stx 450's imco/teague tips ... they are electrically operated to open and close to keep the boat cop happy! but ... the guy at Teague told me ... the 496's are kinda strange and with those kind of tips might allow water back into the 496. There has to be a way to get a halfway bad ass sound. I have spent close to 6grand on headers and tips (yeah I know) and I sound wimpy. My kids and nephew think I have a dog. Anyone out there know if the 450's will work?

The tips on my eagle are at the water line making it a little quite under idle. But it does not draw any bad attention.
