Hydro props are surfacing props. They are designed to run half out of the water. This wouldn't work in a flat as boat doesn't ballance on the prop. If the prop was half out of the water the nose of the boat would be pushing down into the water. While flat props give lift to the transom they are designed to stay in the water.
