I've never heard of anyone having to get permission to build a dock in front of there own house. I know a lot of guys that are river front that have them. Then again I never asked either... Seems to me though that everyone that wants one has one.

Anyone doing any waterfront Improvement on the Colorado River has to get 2 separate permits. One from the County (The standard Building Permit) and one from the Army Corps of Engineers.
The County Charges for building permits, and the primary reason is to make sure that it's built right. Another reason is so they have a record of improvements, so they can pass the info on to the Tax assessor.
There is no charge for the Corps of Engineers permit, but they have strict standards on what kind of dock you can build, or any other improvements to the waterfront. Floating is preferred, and they don't allow "slip" docks anymore. The ones there already are OK, as long as they're in good condition. If they are removed for any reason, they can't be put back in and must be replaced with a straight dock or pier.
The property owners DO own the dock, and can prevent access and use by others. However, they must allow someone the use of the dock in an emergency, and allow public safety to use it whenever they need to.
I once had a guy give me a ration of $#!T for having a boat pulled over and tied to his dock. He was yelling at me, saying it was private property and to get the hell off his dock.
The next week he got a letter from the Corps of Engineers revoking his dock permit and ordering him to remove it. It took him several months and several thousand dollars in Lawyer's fees to allow him to keep the dock. With a provision that he apologize to us, and that the permit is in a permanent probationary status. Any other negative reports about him or his dock, and it's gone for good.
There are also limits on ramps, and how much material can be removed from or deposited on the shoreline/riverbed.
Any privately owned land along the waterfront is pretty much in the same situation. People CAN exclude others from their "beach", down to the "Historical high water line".
But where is that line? Do they mean the historical line before or after the dams were built? What about the channel? There is no historical "high water line", since the channel was dug out in the early 70's and the island isn't really an island, but a penninsula.
When Bob McCulloch bought the "island" back in the sixties, and then the Bridge in the '70s, he owned the land. When the channel was dug, the waterway was declared "navigable", but McCulloch retained ownership of the land underneath it. The subsequent owners of the land, also took title to those lands. So the "high water" provision doesn't count on the privately owned beaches (West side) within the channel.
The east side of the channel is state land, leased to the City, although the City is in the process of buying it from the State. (Using funds from a State Grant)
So, YES. The entities that own property in the London Bridge Channel CAN exclude others from their private property.

    Roz,
    The Bug's running EXCELLENT!!
I added some finned SCAT valve covers to help cooling. Even so, I limit my driving when it's in the 1-teens like it's been lately.
I'm going on vacation this Friday. Oregon for 2 weeks. Taking the towbar with me, just in case I come across that Ghia stored in the barn for 30 years, and the guy wants to get rid of it for a hundred bucks. (Yeah, I know I'm dreamin', but YOU NEVER KNOW?)
When I find another "project", I'll pull the engine in that. Stroke it out to about 2332, then put it in the Bug I got now. It'll be fun smoking ricers and Vettes off the line in a 200HP "stock" classic bug sleeper.

There was a guy with a sleeper bug, and I don't remember what he had in it, that used to go out to Firebird for the Friday Night Drags a while back. Kinda funny watching a Corvette make a run and then leave the track without ever stopping cause he just got his ass handed to him by a 4 cyl. air cooled bug. Bug's license plate was something to the effect of "8aV8."

I remember those days well. I had a Vette smokin 56' back in the late 80's. Plates read Snful1(sinful one). Love to do it again someday.....Especially with the parts that are available these days.
Keep an eye out for that Ghia AND microbus with the factory rag and safari windows http://free.***boat.net/ubb/wink.gif
