Att: All race fans that are coming to watch the 58th annual Parker Thanksgiving Regatta November 28, 29, & 30, 2003 at the BLUEWATER RESORT & CASINO. The Southern California Speedboat Club is looking for a few good men and women that would like to participate at this great event. We are looking for fans that have their own boat to help with the event as either patrol boats and or river closure boats. If you want to get up close to the action(Super Stocks, Pro-Stocks, Cracker Boxes, Grand Nationals, Nostalgia's, Tunnels, Etc.) on the water without actually racing this is the next best thing. SCSC will pay for your gas, lunches and t-shirts. This is very light duty (towing boats in and blocking the river from spectator traffic. Any help would be appreciated. We need approximately 3 or 4 more boats to help out.
Please contact Ross at (818) 764-3279 or rossdbos26@yahoo.com for more information on how to get involved in this great event.
Thanks in advance for your help.

Hey hows it going? My name is joey. I've been boating for years, but finally got my own boat. It's a 1970 aqua craft. I plan on taking it out for the first time next weekend. The same time your holding the regatta. I'd like to come out and meet more people w/ v-drives to learn more about them and have some fun. I'd love to help out any way I can, so any information will help alot.

What's the world coming to ???? Ross W. on the Hot Boat Forums. What's next? Paul W. perhaps? Hey Ross .... what's the deal this APBA year (2004 season)? Are we inboarders going to need a certain percentage of each class to have capsules to race ??? If we show up with 12 SS boats and no capsules, can we race?

Larry, Scott and all other racers:
Many of you know that over the last 6 + months I have been working hard to repeal the mandatory Capsule restraint rule that APBA has imposed. At San Diego, John Shewbrooks, APBA Inboard V.P. came and visited and spoke with all attending SS racers, Cracker Box Racers, Pat Hoban w/ the IE's and myself. The concensus was that the IRC (inboard Racing Commission) needed to revisit the rule otherwise it was made clear that SCSC would have no choice but to leave rather than abandon all that we have been working hard to build up on the West Coast with the Super Stocks, Pro Stocks, GN's, Crackers, etc. (all classes that are affeected by this rule). After a conference call two weeks ago with APBA president Don Allen, the entire IRC and IRC V.P. John Shewbrooks at proposal was issued for the entire IRC to vote on basically changing the wording of the current rule from "mandatory" to "recommended" thus allowing all SS, PS to remain the K's would however have to be 100% capsuled by May 1, 2004 (this is due primarily to the fact that several K boats back East have already put capsules in their boats and the dismal showing of the K's out West would be considered the minority). The vote also included a provision that allowed the SS, PS, Crackers, to join the IE category and thus create a new category in APBA called Inboard Runabout. Unfortunately both proposals were voted down by the IRC 10/9 for the first and 14/4 for the second. At this time I contacted APBA to find out if a provision in the current rule that call's for "annual review" of the class regarding the capsules would take place after May 1, 2004 or October 31, 2004. I am still waiting a legal opinion from APBA on when this "annual review" will take place. My hope is that the "annual review" will take after October 31, 2004 thus allowing us one more full season with APBA so that we can use that time to prepare for a "clean" exodus from APBA-- please remember it is not just as simple to "leave" APBA they own the license and copyright on the rules, class names and by-laws. For us to leave insurance is only one part of the equation. We meaning all the classes that would race outside of APBA will need to re-name themselves, come up with class rules and by-laws (something that has already been started). If the opinion comes back that APBA can call for their "annual review" of the capsule classes in or after May 1, 2004 then the process will kick into high gear so that we don't miss a beat and start in April at the Bluewater Race however this will put a lot of pressure on all parties involved to make this happen. My preference is take the 2004 season to take our time and create fair rules and bylaw and class names. SCSC is committed to the racers, all of our racers and during this difficult I would ask that all racers attend our events to insure that we are financially solvent for the future so that we are able to continue to put on great events like the Bluewater Regatta's, Long Beach Sprint Nationals, etc. I will be making a formal announcement of SCSC's short and long term plans at the driver's meeting on Friday and Saturday at the Thanksgiving Race. If anyone want's more details on what's happening I would be more than happy to let you all know. Please contact me via email rossdbos26@yahoo.com or (818) 764-3279. Thank you and I look forward to speaking to everyone at Parker.
