LakesOnly has done a lot of research on Scat stuff and he would be the guy to talk to. What I gather is the stuff is made in China but the final machine work is done in LA. Haven't run any of that myself.

...for your average stroker assembly. Among the three major players (SCAT, Eagle, CAT) from China, they're the company to go with. Yes, the stuff is finished up stateside.
Do a seach with the keyword "Scat" and you'll get all the details...we must hae covered this one ten times...

For what it's worth, I'm running a SCAT 4130 steel 4.25 crank in a blown BBC and have beat the crap out of it for 3 years, 7500 rpm with boost, no issues whatsoever. For that matter, I have been beating the crap out of motors for years and if there is nothing wrong with the oiling system hardly any stock crank will fail below 6000 rpm and moderate boost. A good stock steel crank will take a ton of abuse, in almost every case something else will break first.

I used one on a drag vw motor at 8000 rpm with carillo rods.I would use them again if needed a new crank.

Scat is import forgings and machined in California.
Just like many others that are import forgings but may or may not be machined in the U.S.
I have used scat with no problems.
Callies is getting ready to offer an import forging crank themselves.
