Leave the tarp off for 3 or 4 days, where it won't get rained on, or run fans on it for 2 or 3 days, tarp off.

I use kitty litter. My Cheetah sat outside with two covers on it. Got rain and snow. Get a ten lb bag and set it on plastic. Slit it open and enjoy the winter. There was a lot of polished stuff on the Cheetah and very little oxidation when it was uncovered.

i used to steam clean carpets and when i was done I set up big fans all over the house... it works, dried them out real good. For your boat I'd use a smaller fan though and it would be just fine.

I like the "blow job" idea. (always have)
once that is done, use The Worlds Cheapest Desicant. (a nice big stack of dry cardboard)
Cardboard sucks the moisture out of everything.
