Its all part of Californias goal to be PC, if you ask a person for ID and they dont have one it could hurt thier feelings. The state is afraid of getting sued by the ACLU. The ACLU claims that asking for IDs will intimadate minorities, thus causing them to not vote.
The items that you voted for on the ballot will be counted, even if you let some of them blank.
Some of the polling places had a list outside, you check to see if your name is on the list to see if you are at the right place. Then go inside tell them who you are, they had you a ballot, and do not want to see ID.
They have nothing that would stop a person from looking at the list, picking out a name and voting that persons vote.
The place I voted at had the list inside and the lady checked to see that my name was on the list, and no ID check.
