Term limitations in the House and Senate.
The sitting President nominates Supreme Court Justices who are voted on in the next national election after a sitting judge leaves the bench.
Supreme Court Justices are not appointed (hopefully elected) for life, but for a maximum 10 years.
The high profile issues of abortion, stem cell research, gay marriage, etc. are made state issues rather than federal.
Turn education back over to the states.
Basically eliminate as much federal intervention as possible.
Rework the IRS with some plan like the "Fair Tax".
