Just a semi educated guess
Pee is considered alkali pH to the ammonia in it and water in your toilet acts as an acid (water goes both ways in the acid/base world) causing a mild chemical reaction (bubbles). The more alkali your piss is based on what you're drinking, the more it will foam.
