Well, I'm not sure if it will help you avoid the luxury tax, but you can register
the boat in AZ as a "non" resident. This usually costs substantially less than
here in Cali. Is the finance company FORCING you to reg. here?
(I use AZ registration, but I have family in Scottsdale, and use thier adress) ;)

How big is the boat? If it is over 27' (approx.) you can have it documented with the Coast Guard and never have to pay any unsecured property tax on it. You also don't need CF numbers on the hull.

1. Contact the Arizona Fish and Game to Register your boat.
2. If your boat is registered in California one day you will pay taxes for that year.
3. Document exactly what you did and you may be able to get out of the 2004 taxes (luxuary).
