Your exhaust tip mufflers are legal or the Rump Ranger checking them has a clue as to what he's doing, Why not just use swithable exhaust and when you leave the marinas flip the switch???

This will certainly meet the BS rule at the Lake Havasu Marina but it does not meet the law. In order to meet the law your muffling system must be in constant operation and having the ability to switch it on or off does not meet that criteria.

Switchable exhausts such as "Captain's Call" or "Silent Choice" are illegal in many states. While the satisfy the Marina's issues with noise they will result in a fine if caught using them.
The bigger issue is the RIGHT that every boater has to launch their boat at the Marina without any interference.

I don't know, this is the law in TN, same as CA.
Noise Levels
Engines of all motorized vessels must have an effective muffling system. The noise level of any motorized vessel may not exceed 86 decibels at 50 feet or more. Manufacturers may not sell vessels which do not meet the noise level requirements.

Never seen that! :jawdrop: I can tell you that boats are sold here everyday without any kind of muffling system and even more are sold with switchable exhausts. And, yes I've been pulled over buy the water cops and no they have never whipped out the ol Db meeter and checked.

Why is switchable exhaust illegal? I know that some of the newer pontoons come with it as an option.

In Tennessee switchable exhaust is Prohibited.
See this (http://www.marineparts.com/partspages/Corsa-Gil/noiselaws.htm)
The above is outdated but the laws never get less restrictive.
California's new law: Go Here (http://www.dbw.ca.gov/PDF/AB1555.pdf)
Synopsis: SECTION 1. Section 654 of the Harbors and Navigation Code is
amended to read:
654. (a) The exhaust of every internal combustion engine used on
any motorized recreational vessel shall be effectively muffled at all times
to prevent any excessive or unusual noise and as may be necessary to
comply with Section 654.05.
Also:
654. (a) (1) For the purposes of this section, a ‘‘muffler’’ or
‘‘muffler system’’ is a sound suppression device or system that is
designed and installed to abate the sound of exhaust gases emitted from
an internal combustion engine and prevents excessive or unusual noise.
(2) For the purposes of this section, an underwater
through-the-propeller-hub exhaust outlet system is a muffler system.
(b) A motorized recreational vessel that is operated in or upon the
inland waters, or in or upon ocean waters that are within one mile of the
coastline of the state shall be equipped at all times with a muffler or a
muffler system that is all of the following:
(1) In good working condition.
(2) In constant operation.
(3) Installed in a manner that effectively brings the vessel into
compliance with Section 654.05.

Switchable is not illegal in all states (yet). It is illegal effective Jan 1 in CA however. The rationale is that they want the boats quiet all the time and if the operator has control of it they won't be unless around the dock or passing a patrol boat.
And since all waters bordering CA / AZ are under CA jurisdiction as well as AZ jurisdiction I'm guessing the CA LE could write you for it even if you're an AZ resident if they want to.
