Newbie here and ready for some heat. I recently purchased my boat. Have been around them for a while, now I finally have my own. Wanted to know what are must have to carry on board (ie. what to include in tool box, first aid kit, etc. . . )

How are you doing CDS? Welcome aboard. I too am fairly new here and you'll like it. You should carry everything you mentioned in your post. Don't forget life jackets and coast guard kit. And finally the most important thing no boat should be without, BEER. So what did you buy and where do you do your boating?

A horn will work in place of a whistle if the boat is so equiped.

If the cops are being nasty, they will also want to have something to throw in case someone goes over board. It has to float and be able to hold a certain amount of weight. I got around this by nailing a strap to the bottom of my seat cusion and yes it does meet the regulations. To find out for sure if you are really worried about. PM BOAT COP. he is a great source of information regarding the rules of the water.
