Notice the lack of the specific act. Perhaps Frenchie didn't stop being friendly immediately with dog when the dog showed his appreciation (a reasonable drunk act - although not by me), and all the drunken witnesses made it out to be something it was not for comic relief? That to me sounds like the most reasonable story...and as Matt pointed out...neither Frenchie or the witnesses said he actaully jerked the dog off.
