I heard the police chief and other top officers were put on adminstrative leave. They must of did something wrong!!!!

Saturday's paper had an article about it but did not reveal what the reason was. The City Manager placed them on Administrative Leave and expects the investigation to last no longer than two weeks.

That's my take on it too, alot of investgating initiated by so called mayor. I won't pretend like I know the details, rumors (yes rumors) of some sort of impropriety. I'd prefer to think the leave will protect these men form any further rumors until something concrete is made public. Remember innocent until proven guilty?

I can't quote the source but I thought it had to do with how a DUI investigation or jail sentencing was handled for one of their own.

I believe it was an article in the Havasu News Herald that I read this. The police department was not releasing details but another source in the city had given out the DUI info.

City Manager Richard Kaffenberger announced Friday morning that Police Chief John Alexander and Assistant Chief Randy McCaleb have been put on paid administrative leave pending the outcome of a personnel investigation.
Kaffenberger expects the investigation to last “no more than two weeks,” and has named Captain Dan Doyle as the acting chief of police during this period.
“This is a personnel matter, and as such, city staff will not elaborate, nor speculate, on any allegations or facts surrounding this matter,” said Kaffenberger in a statement released to the press. “I expect this investigation to last no more than two weeks.”
No charges have been filed and both McCaleb and Alexander said they have not been told a specific reason for their removal.
“I haven't been told what I'm being accused of,” said McCaleb. “I didn't do anything wrong and I'm confident I'll be cleared of any wrongdoing.”
While Kaffenberger would not confirm or deny a connection, there were allegations made against the police department earlier this year that some procedures may have been violated during the incarceration of former City Finance Director Mike Ashley.
A 2002 DUI charge against Ashley resulted in a 10-day incarceration in the Lake Havasu City jail on a work release program.
While a subsequent investigation showed no policies on the books were violated, top officials in the police department stated that some of the actions were improper.
Ashley allegedly was allowed to remain in his civilian attire while incarcerated and was allowed to eat food brought to him by his wife.
The conclusions by the department in their internal investigation state that while Ashley received treatment that “differed from other work release inmates,” there was no evidence to support allegations of special treatment. However, the conclusion does acknowledge the appearance of special treatment is present.
Ashley was charged with four felony counts of theft in February in connection with alleged misuse of city credit cards. Those charges were the result of an investigation initiated by Mayor Harvey Jackson late last year.
“I think we're starting to see some results come out from that investigation,” said Jackson on Friday.
Former City Manager Tim Ernster fired Ashley in October 2004 shortly after coming to Lake Havasu City.
Ashley was hired by another former city manager, Bruce Williams, who also has been the subject of another investigation related to the Ashley investigation. While Williams has not been charged with any crimes, Ashley said at his initial court appearance he wasn't the only one who might have violated city policies.
A police report states Ashley allegedly used his credit card to run up nearly $10,000 in personal expenses including airline tickets, hotel reservations, liquor purchases, gambling or casino purchases, bills, DUI fines from 2002; trips to San Francisco, local hotels, limo services and purchases from local restaurants.
A police report filed by Lake Havasu City Police Officer Gary Dull states Williams allegedly used his city card to purchase a Nikon 5700 digital camera valued at $1,583, purchase two condo rentals at $221.56 a piece, golfing fees in the amount of $60.36 and purchase a gift certificate for $1,200.
Williams now is the city manager in Steubenville, Ohio.
Jackson said he believed problems would arise as a result of the investigation and that is the reason he wants City Council to have more control over city government, advisory positions in particular.
“This is a result of a failure to change the code,” said Jackson.
Jackson added that he probably will be scheduling an executive session on the matter for Tuesday night.
“I don't like executive session, but it is necessary to keep City Council in the loop,” he said. “I'll try and conduct as much business in front of the public as possible.”
Kaffenberger's only other statement on the matter is that the city should expect “the highest ethical standards from all of the people who serve them, but especially those sworn to uphold the law and protect life and property. Through this action, it is my intent to assure everyone in this community that those values are equally important to city leaders, and we look forward to a speedy resolution of this matter.”
