I need to move to Rome. It sounds like all the major problems have been eliminated, leaving them time to legislate goldfish owners...do they have a special "Goldfish Defense Department"?

If it were any other newspaper than the LA Times, it would have been a half paragraph in the "News of the Weird" section.
