Bilge Cleaner?

What can I use in a dirty bilge to clean it without ruining the paint spackle? It is a combination of a light oil film, and then brown staining due to the nasty Delta water. (it will come off with some scrubbing, but there has to be an easier way!) Engine, tanks, everything, is pulled out. thanks!

I have used Joy dishwashing soap with great success.

try oxy clean mixed with water. Its suposed to clean anything safely

tide detergent(not the liquid stuff)but the powdered stuff.Put a good amount than add some water to it drive around then pull plug.
