every once in a while, i open up my browser and the damn Yahoo toolbar is there. Ive locked the toolbars but it still keeps popping up every so often. Anyone know how to make it stop for good?

try uninstalling it.

Ditch Internet Explorer and go download Mozilla Foxfire.

Which program am i looking for? Not IE but yahoo something or another right?

Its probably near the bottom. Yahoo toolbar. It was on my XP anyway. Good luck

Ditch Internet Explorer and go download Mozilla Foxfire.

Have you seen the new IE 7.0 It's like Mozilla with the tabs (and better functionality of the tabs) and works with all the applications (Firefox doesn't work with some).
I've been using it for a couple weeks and the pop-ups have not been too bad. Firefox is starting to get hit with pop-ups too.

Another vote for Firefox here. Takes a little while to get used to buts its better.
