Are any Federal Funds available to maintain the closed stretch of the river rd?
Special scenic highway kinda money ect?
Is / has the local congressman had any imput on getting a few bux to maintain the closed stretch?
Ya gotta admit, if any stretch of Az highway is scenic,, it's the closed section.
If a group of friends an I got almost a million in fed money to restore the Mission beach giant dipper roller coaster,, surely money can be found someplace to maintain a truely excellent stretch of road.
I know it's not your fault, but has anyone even tried to get funds?

There isn't enough money in the Scenic Highway Fund pool to mitigate the problems on that stretch. At least not for only 2 miles of road.
The instability of the cliffs above that portion of roadway would require several millions of dollars to shore up. Without eliminating the rock slide hazard the northbound lane would continually get bombarded.
We've abandoned that stretch as a roadway, and plan to block off the eastern (northbound) lane with concrete barriers down the middle of the road. We'll open the southbound lane to bicycle and foot traffic, as part of the re-alignment of Riverside Drive from Hwy 95 at Lakeside to Buckskin Park. The re-alignment includes a bike path along the entire length of Riverside Drive.
We'll also add day-use amenities, such as picnic tables, ramadas, & restrooms along that stretch.

 Very impressed with the amount of day-use access in your neck of the woods....

Sounds like the Echo crowd is taking lessons from the Emerald Cove crowd.
Seismologists, engineers, geologists, etc from the Bureau of Reclamation, State, County, Corps of Engineers, other Federal Agencies, etc, ad nauseum have studied that rock for over 80 years. There is no danger of the main rock breaking off. There's more of the rock underground than there is above ground.
If there was even the slightest hint that it would fall off and block off the River, it would have been mitigated a long time ago. The Feds couldn't take the chance of having the river blocked and not being able to meet its downstream water commitments.
You have to remember that only about 10 years ago there was MAJOR blasting going on in that immediate area for the extension of the new highway. Sensors and visual/geological monitoring of the rock and the cliffs there showed that it didn't budge one iota. Same thing with the earthquakes that we've experienced. No movement whatsoever.
The Echo folks need to lay off the Jager.

Emerald Cove Rumor mill says real estate investors, fresh outta riverfront property, want to put condos and development in and are standing in the way of any re-opening efforts.

That area is technically Federal Land. The State, and now La Paz County has right-of-way easement for it, to be used for public use. It either has to be used for some sort of transportation corridor (bike path qualifies), or totally abandoned back to BLM. And based on the BLM master plan, any riverfront property not already in private deed must be used for public recreation purposes.
La Paz County will continue to attempt to keep public land public, and will oppose (deny zoning) any attempt to privatize public land and/or allow any further commercial leases along our side of the Strip.
Even though it may be public and the BLM "can" lease it to anyone they want for whatever purpose they want, we still contol the zoning and what can be built there.
As far as some sort of concession operation, such as on the Ca. side (Echo, Windmill, Emerald, etc) there isn't enough useable land back there to permit the amenities that the BLM demands of their leases, such as launch facilites, store, camping, RV spaces, etc.
