Military cuts are already in the works. The Air Force is cutting personnel 10% across the board (google up PBD 720) so they can buy new aircraft, predominantly fighters that have little role in the global war on terror. The cuts begin in FY08 (Sep 07) and continue into '10. The first time military personnel has been cut in time of war.
