Or the simple logical everyday way is..........
If adding them both together means they have the exact amount and Betty is 23 short then that means Claire has 23 and if Claire is 25 short then that means the Betty has 25. Add 23 and 25 and you get 48.

You are right. There are two varibles. Both girls are "short" money which means they both have some money, but we do not know what that amount is until you match the other girls shotage to it. A little riddle in there to.:D
