I go to the instant sign places and get in done in Vinyl.
They usually charge under $40 bucks, and get the color and style perfect.

I was thinking the same thing too, but I thought the name had to be permanently affixed to the transom and this would not fly

I used Patrick Kuntz for my numbers, I believe he also does lettering and will come to your boat storage to do it:

The GC couldnt care less how you apply your boat's name & hailing port, just as long as its there, shit you could use permeant marker. I've seen guys use everything from vinyl to paint, and even raised letters.
What does have to be permanently affixed inside your is your vessel's documentation number. A lot of people put this in there engine compartment/room, or in larger yachts mounted on the bulkhead in the wheel house.

I found this, it might help:
INSTRUCTIONS FOR COMPLETING FORM CG-1258...
NAME AND HAILING PORT: For Recreational vessels the name and hailing port must marked together on some clearly visible exterior part of the hull. For Commercial vessels the name must be marked pm each bow and the vessel name and hailing port must also be marked on the stern. The markings may be made by the use of any means and materials that result in durable markings. All must be at least 4 inches in height, made in clearly legible letters o the Latin alphabet or Arabic or Roman numerals. A vessel’s Hailing Port marking must include BOTH a place (city) and the state, territory or possession where the place (city) is located. Only the state, territory or possession maybe abbreviated unless the city is a commonly known abbreviation, such as N.Y., N.Y.
