Clay Jacobsen (Inventor of the Jet-Ski, and part time Parker Strip resident) was working on a design similar to this several years ago.
Except that he was working on a boat that would actually fly, a few feet off the water. He wanted something with just enough lift to break free of the water, but not enough to "take off".
Propulsion was to be through an "air boat" kind of fan, using a VW air-cooled engine.
