Snapper: I don't know what year motor you have but here goes (does it do it all the time or just low speed or hi speed)
1) low speed needle adjustment
2) stuck needle and seat
3) is it synchronized
4) do the throttle valves open and close at the same time?
5) weak fuel pump
6) faulty spark plug

check the coils under the flywheel to see if the insulation is cracked and falling off.
I had the same problem with a 1961 Evenrude Lark, had spark but not enough to fire under pressure.
good luck
