The nitely rip-offs of valuables from boats is back at Emerald Cove.
The victims are usually those too lazy to bring in their Skis or wakeboards, or too lazy to wade back out and get the Ipod or wallet/cash they forgot at nite.
The rumor mill and Emerald Security (one and the same) says it's thieves on Kayaks crossing over from Az late at nite, but I think it's just campground guests of members mostly doing the stealing.
The Kayak theory won't go away. The old buzzards are stubborn about it.
If in fact we do see a Kayak making a get-a-way heading to AZ, should we just call 911?
That will get the the CHP right? That could be slow.
Is their a faster method to get the LEOS on the Az side alerted?
What's your take?

After tipping the canoe over Id call the local....
The problem with 911 on cell is that it does go to the Highway patrol, and its a pain in the ass for both you and the HP. They question you to determine where you are so they can get the right LEO's to respond. Its easier to call 411 and have them connect you to the locals....

My daughter and her girlfriends hang-out all nite on our boat anchored 20 yds offshore playing iPod tunes until dawn.
They see all kinds of stuff going down. People on and of the boats all nite long anchored along the shoreline & beach'd.
Who's a thief and who isn't? Damiftheyknow.
But, a kayak heading back across the river is very suspect.

And you probably won't hear anything about Emerald thefts until it hits around your campsite, so you're hearing it here.
The employees don't talk about it, and act dizzy if asked about it.
Bad for membership sales.
Security will chat about it at the scene of the act.
Friday nite, the boat anchored at #29 and a few others near-by got ripped off deluxe.
Drinking water quality, thefts, overselling of memberships and the nitely stink - the Emerald Cove employees are hesitant to talk about.

The kayak/canoe rumor has been around for years. We haven't seen any indications of that happening.
But just in case someone sees a phantom kayak leaving the shore at night, call our dispatch center direct at:

There have been a rash of thefts (stereos, wake boards, etc.) from boats all up and down the River. Most on this side have been in the Parker Dam area. Havasu Springs, and other resorts/subdivisions.
In the past, prior to 9/11, we tracked them over the Dam to the California side, but with the Dam crossing being closed from 11:00 PM to 5:00 AM and guards there when it's open, I don't think that's the case any more.

Some thieves were caught breaking into garages at River Shore Estates last year. Once they got going they opened 6 garages including mine. As far as I know they were taking inventory and preparing when they were nabbed. Nothing was missing from my garage, although both locks had been cut. They did come across on a canoe...
The SBCSO handled it until they passed it to the detectives at Needles.
The plot thickens!

Yes, it was tweekers.
Also, before that some kids from the next park stole my golf cart. They got caught trying to take another. They were joy riding them and some were stolen before and crashed.

Wow, you can't change the channel on the TV in our park with out at least 50 people knowing about it within 5 minutes. I find it rather hard to believe that there's been a "rash" of thefts and nobody but you knows about it. Somebody stole the center channel speaker off the top of my TV and everybody in our park knew about it within 24 hours.
Emerald has a constant turn-over of campers.
Your neighbors change daily.
Most people stay about 3 or 4 days, and rarely in the same spot each visit.
Drunks make friends easy, and that's usually as far as any Emerald Cove news travels.
When we all check out, the knowledge of the thefts leaves with us.
Most other parks along the river the families are in the same place every nite and know each other, perhaps even owning the spot they're in.
In all the years we've been at Emerald, and all the people we have met, I can say I've rarely seen the same person twice.
The end campsites got hit for PWC's boards, barbeques,, all kinds of stuff and word didnt make it very far.
We only learned because we just happened to give one of the campers a ride to the store and he mentioned it.
The snowbirds in the winter, well, that's another story. Their river social life runs in circles.
But anything I've ever heard through them is usually rumor.
They still claim its against the law to sell Liquor to an Indian.
I've decided not to run that one past BC.
The "Indians on the Dole" rumor got BC pretty worked up.

Not worked up. Just putting out facts.
There was an 1892 Federal Law that prohibited the sale of alcohol to Indians, but that was repealed in 1954.
Some Reservations, like the Navajo Nation in Northwest Arizona, prohibit Alcohol sales, period. But the liquor stores right off the Reservation make a killing (no pun intended) off sales to Indians, and there's nothing to stop them from doing it.

My boat was emptied at Desert Riveria next to Emerald Cove. I know they came in from the water becasue my deck was full of water spots.

There's a movement on the Res. right now to recall all Tribal Council members, from the Chairman on down. One of their beefs is that the casino isn't benefiting the members. They haven't received any money, like other tribes, nor have they seen any increase in standard of living or improvement in service from the Tribe. There currently is no Chief of Police, and they only have a handful of police officers. Drugs are rampant, crimes go un-investigated and/or unpunished, and the people are pissed.
Another is a new TAX that has been imposed on the Res. There's a 2% tribal sales tax. A 3% restaurant tax. A 5.5% lodging (hotel) tax. And now they've imposed a 3% Utility Tax, on any utilities delivered to the Res. That means electric, water, Cable TV, sewer, Satellite TV, phone, internet, etc. These taxes are imposed on everyone, tribal or non-tribal within the Reservation. The sales tax is also imposed on any business OFF the Res that does business with the Tribe, or delivers goods or services to Tribal members. If they don't pay the Tax, the Tribe then bars all members, the Tribal Government and any tribal enterprises from doing business with them.
Dominoes has refused to collect the taxes, as have some of the businesses on the Res in California. (Big River) A complaint has been filed against them in Tribal Court, but since non-indians have no standing in the Tribe's Court, they haven't answered the complaint.
Even though the only reference to taxes in the Tribal Constitution states that the Council has the power to levy taxes to non-members, the members are also being taxed. Which they contend is not permitted under the Constitution.
Utility companies, like Arizona Public Service, Verizon, NPG Cable, Direct & Dish TV, etc are consulting their Corporate Attorneys regarding the collection of Utility taxes. The Sewer Venture is collecting the taxes, but the Town (water and garbage) is only collecting it on Tribal Members. There is a big issue regarding the "Taxation Without Representation" on non-members.
Some of these issues will end up in the US Supreme Court.
There are also some questions of how some of the Tribal enterprises are being run financially. Now I'm not saying they've done anything wrong, but what's that got to do with the price of hay in Parker?
The majority of the current Council have been in power, in one way or another, for decades. The members also want to impose term limits to prevent the same persons and/or families/cronies from staying in power.
I know this is a pretty long answer to a simple question, so to sum it up....
...No.
Not as long as the Tribal leadership remains Status Quo.

Here in Norcal 911 cell calls do not go to CHP. CHP does not want to handle these calls. The calls are going to local law enforcement. For Glenn, Butte, and Tehema counties they transfer directly to the sheriffs office. Not sure what other counties are doing it. Those 3 only apply to me and the fire service.
