There was a book published in 1994 called "The Bell Curve". Almost the same topic. There are about three chapters that discuss race and IQ. I am not sure that you can call either one a racist. Someone who reports something that can be measured and observed doesn't necessarily mean that he is biased. If the findings are accurate, the results would be the same even if the observer was "blind" when observing the statistics and the results should end up the same.

Well I don't agree to everything he has stated, it does bring a pride full tear to my eye. That he has devoted his life to figure out how to make women more beautiful. Can't you picture beaches full of beautiful thong wearing women. It takes someone to think out of the box to make this a better world.
