Could someone define what a millionaire is!

A millionaire by definition is someone with a net worth of atleast one million dollars. That is assets minus liabilities. Your income does not enter into the calculation. :D

Based upon 1 in 14. That means about 7% of the general population has a net worth over a million bucks and 93% don't "yet".

Where I come from a millionaire is someone who is liquid...cash on hand....anything above and beyond (ie. property, cars, boats and ect.) would be gravy! eek!

"cash on hand" so one must liquidate all their investments and real estate holdings to qualify in Washington DC? Not very smart with money markets under 0.5%
