Better than the other way around.
Portable heaters are easier than portable air conditioners.

They do it onpurpose to keep you awake and productive, ie. heat makes you drowsy, and unproductive thus ultimatly affecting THEIR bottom line.  I'm a HVAC Technician so I know their rational. The best thing that you could do would be to get a doctors note stating your illness caused by said A/C. It almost always works. GOOD LUCK.

My boss doesn't like doing either, the tight ass says it costs too much. So needless to say, I freeze my balls off in the winter, then sweat my ass off in the summer.
