I`ll lay money that the head belongs to Morris Black.

Be more interested in finding his "five pounds of marijuana and more than $500,000 in cash"
Anyone want to help me look?

We find them out here all the time. 4500 square miles of desert, there's bound to be remains dumped from time to time.
The problem is the coyotes and buzzards get ahold of the body parts and scatter them for miles. The skull, being the largest and most conspicuous, is usually the first piece found. Most always found by snowbirds out rock-hunting.
I've been called out several times to run my hound in search of missing body parts. All usually find is the last resting place of the body, which can be helpful in finding clues to the identity.

If it was found in LA, I'll bet it was empty.
