There are some issues with mod_php and mySQL that cause these sort of problems. Once ***boat gets the server patched with stable versions, this place will be solid as a rock.
These problems probably upset the site admins far more than they inconvenience us. The stability problems are not the fault of the ***boat admins.
By the way, I've found the stable versions to be:
mySQL: v4.0.14-r2
mod_php: v4.3.3-r3
