Need help from QUALIFIED Webmaster

I have an idea for a business and need the help of a Webmaster that can get any info on any website. I am entering the site I want to buy and it says its under construction. Others are available from .net and such but I want a .com setup.
I know there has to be some qualifed people here that do this for a living.

you need to do a whois search. look on google you will find it. If it is a domain name under construction chances are that someone is paying for it just in case it has enough value to someone else that they will come looking for it. They can opt not to have their info come up in a whois search but that would be strange if someone is interested in selling.

mickey is correct. Do a whois and find the owner, maybe they will sell it to you or even let you have it. the name can be transfered.
