This isn't one of those highly technical ideas but it has solved my problem. For a long time i have had trouble with timing tape falling off my harmonic balancers. No matter how good i cleaned the balancers the tape would fall off. Here is what i have done and the tape has been on their for over 4 years.
Clean balancer with brake parts cleaner, scuff with a scotch bright pad, install timing tape, buy a small spray can of clear paint and spray over tape and balancer.

And if you don't want to pull your balancer off to paint it,Two inch clear boxing tape works too. Use the good 3M stuff.

summit or jegs(18003454545) sells a balancer cover that is already degreed(engraved)- it goes between balancer and crank pulley- if you want to be precise you could slot the three holes and adjust the '0' position using a piston stop or dial indicator-and once done pin it and you'll never have a problem again and they are cheap to buy

Regardless of how it is held on, the most important part of timing tape is how accurate is it? Unless care is taken to establish absolute TDC using one of the methods mentioned your tape could be off by 3 to 5 degrees. If you check the factory mark against a degree wheel established TDC, then all you need is a dial back timing light to set the ignition. I also use 90* marks to set valves, but there is another way to do that also.........MP

If you really want tape use super glue to hold it.
Petroleum products will not break down the glue.
