    That's the popoff valve.
It'll blow if the engine seizes to relieve the intake pressure, or can also be popped manually by the driver if he's in trouble.

That is a pop off vavle. It releases pressure in the intake side of the pump, if you have to get out of the throttle quickly or you break you can glide to a stop by hitting the pop off. Big time saftey device!

What if you seize or lose power and don't have the pop-off ? Please to explain the consequences .

    flat broke
    RH,
If your intake/shoe setup is aggressive, it will be trying to stuff the suction piece and throw a lot of water at the impeller. Since there is no trany in the boat, if the engine dies, or you pull out of it quick all that water the shoe and grate are picking up gets backed up in the suction piece because the impeller isn't spinning and acts like a wall. Ultimately this makes the back of the boat really squirley by lifting it up a bit due to the presure in the intake and suction piece. Usually the boat comes around on you as no water is perfectly flat and the boat will follow the contour of the water without thrust.
The pop off allows a set amount of intake pressure or driver activation to purge the intake pressure through the hand hole via the opening of the valve. This allows the boat to coast on top of the water rather than have the back end dig, pressurzie, lift, and hook one direction or the other. There is probably an easier way to explain it, but thats basically the long and the short of it.
