Its a rev kit, what it dose is keeps you from floating the liffters at higher RPM most the time you do that w/ biger valve springs but that put more stress on the rockers and push rods theas springs push on the body of the liffter. and if you do break a rocker or bend a pushrod it keep the liffter in the galey and you won't lose oil psi.
