    A horn will work in place of a whistle if the boat is so equiped.

    Hand held whistle is fine, also the life jackets if they are ski jackets have to have a Coast Gaurd approved lable on the inside of the jacket. If the cops are being nasty, they will also want to have something to throw in case someone goes over board. It has to float and be able to hold a certain amount of weight. I got around this by nailing a strap to the bottom of my seat cusion and yes it does meet the regulations. To find out for sure if you are really worried about. PM BOAT COP. he is a great source of information regarding the rules of the water.
