The quantity of oil has nothing to do with the pressure, as long as there is oil for the pump to pick up. Is this an electrical gauge??

By far the most common problem with electric oil pressure gauges is having the wrong sender which gives inaccurate readings or no reading. Check it with a mechanical gauge for reference. Just borrow one from someone and tee it in temporarily, or just run it in place of the sender.
