Actually here in CO, for offraod vehicles they don't EVER have to have taxes paid on them or be registered. I wasn't certain about the CA and AZ laws, or other states, so I didn't want to make a blanket statement including taxes etc. if I wasn't certain it was absolutely true in all cases.
