On my new gullwing(sunkisst) hull the side bulkheads are NOT glassed to the top(deck). Is this to allow flex? I have seen MOST hull glassed here but this one isnt.

Yep. I had a boat that had the front bulk head glassed in without any gaps. Stressed the whole area, and had spider cracks around the area where it was unable to flex.

Ok that makes sense but this doesnt....
They should NOT touch the hull, sides or deck. The only part of the brace that should touch anything is just the top, inside inch or so, inside being towards the center of the boat. That should rest just under the gunnale wood. Everything else should have clearence

No, it should make contact with the bottom of the gunnel wood. It should never make contact with the hull. Wood to wood is allowed...
