The ICE agents ought to be working this hard every week. They should have a spy team looking for this rapist. Limited jail space should not hender raids like this. They should be loaded on a bus and the paperwork should be filled out while enroute to the border.
The ones not from Mexico should be given directions to Tiajuana international airport. That would only be fair.
