Reverse cable packing

How does the reverse cable packing go together at the transom housing? berk 1 piece bowl. I have a nut, rubber packing and 1 washer and it just don't look right. I looked at the diagram on CP and it shows 2 washers, but doesn't show how to assemble it.

You should have 2 split washers.
You first place one split washer into the transom housing.
Then the rubber seal.
Then the 2nd split washer.
Then the nut gets tightened down over all of that.
