That is a "non-synchronous" style gear box (like all "in-out" boxes). So shifting would have to be done with the engine off or at a very low rpm.
A friend once told me the "old school" way is to have a kill switch and engage the starter to crawl forward or reverse to negotiate the docks/launch with an "in-out" box. I think I'd rather bring a paddle along.
My 68 Rayson Craft has that same box as the boat in the Ebay auction. But the reverse gear is gutted and a strap holds the shifter into drive while my velvet-drive is for the forward.reverse functions.

A friend of mine had a Hondo runner bottom with a casale that had reverse, had to shut the engine off, put in reverse and then restart.
my old mans hallett has the same casale set up.
