looks like a virgin target for drunk rednecks wandering thru the desert. I say shoot it up like the car door and the bathtub or tie onto it with them sand rails and have a tractor pull with it.

Definitely a Radar Reflector....
Why, I don't know......
They can be used for radar offsets. If that reflector was within the R-2510 complex, that is its most likely use. If it's outside the complex, then someone else is using it for a radar reflector.
