Yes it was. The majority of the water was diverted from Mono lake into the LA Aquaduct and shipped to LA. LA was sued and settled so they reduced their water draw on the tributaries to Mono and the level has been coming up since.
Time for the MONO LAKE BOAT DRAGS...
