Unfortunately your only real option is to replace the heater, and if your A/C was installed in 91 as well, you might as well upgrade it to a higher SEER rated unit. I just did mine last summer, went with a Carrier Infinity, using 410A refrigerant, cost me roughly 6K with all the bells and whistles.

Unfortunately your only real option is to replace the heater, and if your A/C was installed in 91 as well, you might as well upgrade it to a higher SEER rated unit. I just did mine last summer, went to a SEER 14 Amana, right at $4K for everything.
The AC unit was replaced in 97 I think, so I don't know if I want to replace that just yet.
